SACRAMENTO – On Tuesday, the Senate Democratic Caucus voted unanimously to select Senator Toni G. Atkins (D-San Diego) the next President pro Tempore of the California State Senate, succeeding Senator Kevin de León (D-Los Angeles). President pro Tempore-designee Atkins will be formally elected on the Senate floor and take office on March 21st, 2018.

The Legislature returns to the Capitol on January 3rd to start a new session. In addition to the normal business, the Senate is scheduled to hold a vote to elect a new leader, the president pro tem.

In December, current President pro Tem Kevin de León, who will be termed out of his Senate seat in 2018 and is currently running for U.S. Senate, announced that the Senate’s Democratic caucus had reached a consensus on choosing me to succeed him as leader.

As we get ready to flip the page to a new calendar year, December is a good time to pause – whenever we can between the hustle and the bustle of the holiday season – and reflect on the year behind us and think ahead to the one coming around the corner. I like to reset and remind myself of the core values that guide me through life and set the foundation for my policy priorities.

More than anything else, 2017 was a contradiction. While much of the news coming out of Washington, D.C., was disconcerting, California had an exceptional year. We passed the most forward-thinking budget during my time in the Legislature, and we approved major housing, climate-change, transportation, and parks and water legislation.

Our San Diego River is a jewel – a 52-mile rural and urban waterway running from Julian to Ocean Beach – and for many local residents, it remains undiscovered. I want to do everything I can to help enhance access to the river and continue to protect its entire 440-square-mile watershed.

Overseeing the river is the San Diego River Conservancy, a state agency whose role is to preserve, restore and enhance the river and watershed. In 2015, the Gov. Jerry Brown signed my bill, AB 392, making the San Diego River Conservancy a permanent agency. With the stroke of his pen, our local conservancy joined nine other permanent California environmental conservancies, putting it in position to receive more consistent funding.

Gov. Jerry Brown today signed SB 179, legislation authored by Sen. Toni Atkins (D-San Diego) that will create a third gender marker on state-issued identification documents for people who identify as nonbinary or intersex. The bill will also streamline the process for transgender, intersex and nonbinary Californians to obtain identification documents that accurately reflect their gender.

Gov. Jerry Brown today signed SB 230, legislation by Sen. Toni Atkins (D-San Diego) that will allow victims of sex slavery to confront their traffickers in court and help prevent others from being violently abused.
