I hope your month is off to a strong start. It is truly an honor to represent you in the California State Senate. As we continue navigating a busy legislative calendar, I’m focused on advancing policies that strengthen our communities and improve quality of life across the district. Here’s a look at what’s been happening recently and what’s ahead.
LEGISLATIVE UPDATE
I’m excited to share a quick update on my legislative work. The deadline to amend spot bills for the 2026 session was March 25. Here’s a look at a few bills in my legislative package: SB 503 – Bias in Healthcare Software
Will require certain artificial intelligence (AI) technology be identified, mitigated, and monitored for biased impacts when deployed in healthcare facilities.
- SB 849 – Physician Misconduct
Expands current patient safety protections by requiring the Medical Board to automatically revoke the license of a physician or surgeon who had their license reinstated on or after January 1, 2020, after a finding of sexual misconduct with a patient. - SB 869 – Sugar Labeling on Menus
Requires chain restaurants with 20 or more locations to display a clear and conspicuous added sugar icon and accompanying text next to standard menu beverage items that contain high levels of added sugar on the menu. - SB 874 Medi-Cal: behavioral health treatment workgroup
Strengthens oversight and standardization of behavioral health treatment services in Medi-Cal. These services include applied behavior analysis (ABA) and other behavioral interventions most commonly provided to children diagnosed with autism. The bill requires background checks for certain providers, establishes a stakeholder workgroup to review service delivery, and directs the Department of Health Care Services to issue clinical guidance and report to the Legislature on utilization and program integrity.
The last day for bills to be passed out of policy committees in the first house is May 1st. I’ll keep you updated as these bills move through the legislature, including key hearings and updates. You can also visit my website to view my full bill package by clicking here.

2026 Woman of the Year

Woman of the Year, Gretchen Newsom
Gretchen Newsom is an International Representative for the Ninth District of the International Brotherhood of Electrical Workers (IBEW), representing 160,000 union electrical workers across the West Coast. She specializes in labor relations, government affairs, and community advocacy and previously served as Political Director for IBEW Local 569.
Gretchen is a senior member of the California Employment Training Panel and chairs the Audit Committee for the San Diego Regional Airport Authority.
Woman-Owned Business of the Year

Woman-Owned Business of the Year, Gem Coffee

African American Leaders for Tomorrow Applications Now Open!
The CLBC’s flagship summer youth program is now accepting applications for the 2026 cohort of its flagship summer youth program!
AALT is a transformative leadership development program designed to expose rising high school sophomores and juniors to the legislative process, civic engagement, public policy, financial literacy, and higher education pathways. Participants will engage in workshops, mentorship opportunities, and hands-on experiences that help prepare them for future academic and professional success.

To showcase the character and vibrancy of Senate District 39, each newsletter will spotlight a neighborhood, city, or place that helps make SD39 such a great community to call home.
This month, we’re shining a spotlight on the Gaslamp Quarter—one of San Diego’s most vibrant and iconic destinations.
This historic district is home to an eclectic mix of small businesses, family-owned restaurants, boutique shops, and world class venues that draw visitors from around the world. As you wander its streets, you can feel the layers of history and culture that shaped it, alongside the entrepreneurial spirit that continues to define the neighborhood today. It’s a place where community, creativity, and connection come together, creating an atmosphere that’s as welcoming as it is dynamic.
STAFF SPOTLIGHT
Each month, I will spotlight a dedicated member of our team whose work helps us better serve our community every day.
Chevelle Newell-Tate, District Director (District Office)
Chevelle Newell-Tate serves as District Director with Senator Akilah Weber Pierson, M.D. and has held that role since April 2021. She brings nearly 12 years of combined legislative experience, having served in both the State Assembly and the State Senate. Chevelle supervises all functions of the 39th Senate District Office including staff management, event planning, casework, and district programs including the Young Legislators Program.
She earned her Bachelor of Arts degree in Human Development from UC San Diego and her Master of Public Administration degree from San Diego State University. Chevelle is a mom, wife, and member of Delta Sigma Theta Sorority, Incorporated.
HEALTH SPOTLIGHT
Pause and Recharge
As a physician, I’m proud to share this month’s Health Spotlight, offering insights and resources to help our community stay healthy and informed.
Fatigue and stress can affect both our body and mind by draining our energy, reducing our focus, and lowering our overall well-being. When we’re tired, overwhelmed, or in pain, it’s a signal to pause, rest, and check in with ourselves. Simple steps like prioritizing sleep, taking breaks, moving your body, taking a walk, or practicing mindfulness can help restore balance. Remember, seeking professional guidance when needed is very important as well. Caring for yourself isn’t a luxury, it’s essential to staying healthy and present for yourself and those around you.
Closing Message
As we continue this journey together, I encourage you to care for yourself and support those around you. Remember, as the mindfulness teacher Thich Nhat Hanh said, “Smile, breathe, and go slowly.” By staying present, compassionate, and engaged, we can strengthen our communities and lift each other up.
