For Every Child

Every child deserves the chance to feel confident in math and succeed in school. This bill helps make that possible by making sure students are supported early—before they fall behind.

SB 1067 focuses on helping young learners build strong math skills from the very beginning, so they can grow with confidence in school and beyond.

SB 1067 addresses California’s math achievement crisis by focusing on the early grades, when learning foundations are built.

Starting in the 2028–29 school year, school districts will screen all students in kindergarten through 2nd grade each year for early signs of math difficulty. If a student is struggling, schools will provide timely, evidence-based support to help them get back on track.

THE GOAL

Identify challenges early and give students the help they need when it makes the biggest difference.

THE PROBLEM

In 2025, 63% of all California’s K-12 students performed below grade level in math.

Among historically underserved groups, the numbers are even more alarming.

California also ranks 43rd in the nation in 4th-grade math performance.

One major reason is that students who struggle early often continue to struggle. Math builds on itself, so falling behind early makes it harder to catch up later.

When students are supported early, everything changes. Research shows that:

  Students who get help early are far more likely to catch up and stay on track

  Strong early math skills are linked to higher graduation rates and college attendance

  Students who master early math are more likely to succeed in advanced classes and STEM careers
